It means that someone is uninformed about something. For instance, if I turned up at party in a t-shirt and jeans while everyone was dressed up in costumes, others may say that I didn't get the memo about it being a costume or fancy dress party. Note that there wasn't a literal memo sent out, it's just a phrase.

Wingsuit flying is an extreme sport that combines skydiving and flying. A wingsuit is a jumpsuit with fabric between the legs and under the arms. The fabric between the legs and along the side of the body is extended into a wing-like shape and this gives the wingsuit its name.
The wings have airpockets which give the pilot more control over their flying. The wingsuit allows a skydiver to glide through the air, much like a flying squirrel.
